My EOI is selected too & I am software developer. Should I apply to agencies now? Or later such as after getting or submitting ITA?

IMO the simple answer is: as late as possible. You need to have some skin in the game before you will get any positive responses - and the stronger your commitment, the greater likelihood of a positive response.

Having PR or a work permit in-hand shows that you're taking the move seriously. Having an arrival date set helps more. Being here helps the most.
