Are immigrant residents in NZ eligible to participate in NZ health care system (gov't subsidized prescriptions, national health ID number) or do you need to become a NZ citizen to have these benefits?

Residents get full benefits - but that is not free and medical fees can vary greatly by region. For example, when we rented in Howick, our doctor visits were $45 per visit - now we are down in Onehunga, they are $15 during the week! A few miles apart, but crossed the boundary between Auckland City and Manukau City.
