This has probably been covered already, so bear with me.

If I go over before I submit my EOI, I/the employer needs to do the whole "no kiwi can fill this job" routine, right?

But if I just get PR and go looking for a job then, I'm considered a resident and that "no kiwi.." rule doesn't apply?

See, I told you I'm confused.

That sounds good to me.

Just to make sure i've got it though...If I apply for a job with PR, the employer will not need to prove that some other kiwi could do it.

I'll just be another kiwi looking for work?

Exactly.
PR is the same as a US Green Card. Entitles you to stay there forever and places no restrictions on where you work.
