Have been meaning to post this for a while.
The National Library (not the public library), more or less opposite parliament, has four free internet computers in the lobby for personal use. There are a couple of restrictions (such as no online shopping) but checking email etc is fine. They are also standing height, so probably not practical for long periods.
Tends to get a bit busy just after schools finish, but not usually other times.
