You have to pay this to NZIS once you have been granted PR. Basically it's a compulsory one off tax payment for all new immigrants to NZ. You won't get your blue stickers in your passport until you've paid it.
I think it is $400 per person on the application, to a maximum of $1200 (apologies if the figures aren't quite accurate)

The levy helps pay for services necessary because of immigration but difficult to charge for directly. These include contribution to the tuition of English for Speakers of Other Languages (ESOL) in the compulsory schools sector and for adult learners. The levy also funds the Departments’ immigration research programme and provides funding for our settlement services, and contributes towards the Department of Internal Affairs’ Office of Ethnic Affairs’ telephone interpreter services (Language Line).
For most people I believ it is actually $300 per person at the moment up to $1200 per family (less for those from Pacific Islands).
