Changes to Pacific band
From 30 July 2007, all Pacific Forum nationals will belong in the Pacific band. The Pacific band has fees set at broadly the same level as (or slightly lower than) the New Zealand band. This means that citizens of Kiribati, Solomon Islands, Vanuatu, Palau and Papua New Guinea will have access to lower fees where the Pacific fees are lower than those in the “Rest of World” band.
Also, the transit visa fee waiver has also been extended to include all Pacific Forum countries.
This seems to only be for the Pacific Island countries... I think, and it's what is located above the chart.
I'm especially questioning this since previously (for instance) student visa fees for US citizens were $0.00.
Maybe I'm reading it wrong?

I think you are - the paragraph you stated is just highlighting the fact that all Pacific Nations now fall into Band B (the second column on the chart, or third if you include the application category)
I just looked and student visa fees for the US are $200, which is unchanged. Students permits there is no charge, but this would necessitate you being in the country already, and not leaving until the expiration of your permit. The US would fall into the final column (Band C - Any Other Location).
