Yes you will be able to, as long as it's purchased after the security screening points :)

Yup, The airport in Rarotonga has a small duty free section with two or three shops. And you'll pass through a subsection of the Auckland duty free area on the way back in.
To be honest, I think they're more interested in hunting down items breaking MAF quarantine regulations than the odd extra bottle of wine or spirits ;)
