Multi region Dvd players can play dvd's from any region as they are not locked to any region.
This may help

Some multi region dvd players can also only have their region changed upto a max of 5 times at which point it stays at the final region, so make sure yours isnt this type.

It isn't true multi-region if you can only change 5 times (that's only for DVD ROM drives in a PC AFAIK)
You can "hack" most standalone DVD players (apart from Sony players for some reason) to be multiregion anyway - if anyone wants any more info feel free to PM me
And to answer the original question, yes, multiregion players can play R4 (and all the others mostly - RCE discs are another matter, but that just complicates the matter and there aren't many of those anyway!

I agree with Questor, DVD players sold in PCs are initially region free and only stick to a specific region after x times of use (usually 5), I have never heard of a multi-region DVD player having this problem.
I believe that it is possible that some DVDs will not play in multi-region DVD players, if this is the case then it is recommended that you switch your DVD player to the required region (the one specific to the DVD) for playback.
For those that don't know, when you change the DVD player to be multi-region you are normally given the option to set the region to whatever you want where 0 is any region (mutli) etc. So you can also set it to the specific one that you need.
