I think ian has already answered your questions, but I can confirm that you need to send applications from outside NZ to the Wellington office address.
We sent ours about three months before we left UK. They took ages to come back, but did in the end. We estimated an arrival date in NZ.

Looks like you are both wrong? From what it says on the web-site it implies the following,
For Non-residents who are currently overseas for returns and correspondence, it should go here:-
Non-resident Centre
Inland Revenue
Private Bag 1932
Dunedin 9054
New Zealand
This is also the only address on the website that says 'non-resident'
If you have sent it to the wrong address then I would expect them to forward the request on, but you could always ask them if you are unsure.
If you were in the country then it should go to your local office e.g. Auckland, Wellington etc, so they must be able to handle the requests.

Hi,
I've just had a look at the application form for an IRD number (panicked after reading this post because hadn't even thought of this!) and have a couple of questions:
What address do you put if you're still in the UK and have no address in NZ as yet?
Is it worth getting numbers for your children?
On the form it says that you're not entitled to Working for Families Tax Credits if you have an exemption from paying tax on foreign income. I was just wondering whether it's obvious which is worth more. Maybe this is down to individual circumstances but maybe the tax exemption on proceeds from a house sale far outweigh any tax credits an individual family would receive??? I have to say I'm confused....
Thanks for any help
Sarah

As it says you can't claim both, so claim the 4 years tax exemption. If your circumstances change and you then need family assistance then you can give up this exemption.
From IRD website:-
Furthermore, if a transitional resident finds that his or her circumstances change and they require family assistance, he or she could "give up" the exemption by paying tax on their foreignsourced income. That way they can be assessed for family assistance entitlements in the normal way.

Definitely sent ours to Wellington from UK well before receiving PR, including requests for kids ones.
If Wellington was the wrong address that might explain why they took ages to come back (8 - 10 weeks) but they did come back with no further requsts for any more info from them. This suggests they get sent on internally.
Kids get charged tax on any savings account interest, so worth having their IRD numbers so they don't get over-taxed, purely for that reason.
Having said that, eveyone i've come across hus far since arriving applied when they got here and got them pretty quickly (2 weeks max).
Wouldn't worry too much about this unless you have a job you need to start immediatley on arrival, and even then not a huge issue.
I doubt that will stop anyone panicking about it though and trying to get sorted in advance, and it's true that the more you sort before arrival the (slightly) less hectic the first few days will be.
In summary, not a difficult process either before or after arrival in NZ once you find the Inland Revenue's website.
