Our ITA was lodged with the NZIS on 9th July. The London Branch timings page (http://www.immigration.govt.nz/branch/londonbranchhome/tipsandprocessingtimes/skilledmigrantprocessingtimes.htm) indicated that it should have been assigned to a Visa Officer about 3 weeks ago, but I haven't heard anything yet. Is this normal?
(I'm a skilled migrant applicant without a job offer)

It's not normal. I've called their help line and they explain that timings on the page are just "typical", not minimal. It could take longer if they can't do "credibility check" fast enough. I could not find any indication about this "credibility check" process anywhere in writing, just came in a phone conversation with NZIS phone help line. Anyone knows what's that?

Do you think there would be anything to be gained by calling the help line, or should we just sit tight?

Jon&Candy, I don't know if the page you posted has changed but on there it now says "Once the pre-populated application form is returned to the London branch it should be allocated to a visa officer within four months.".
So would say that you may have some time to wait yet?
Of course, they go on to give an example that is only two months?
I would give them a little longer.
