OK, NZIS are pretty clear on their requirements. You need clearance for all countries where you have spent 12 months or more in the last 10 years, AND any countries of which you hold citizenship, unless you can adequately prove to NZIS that you have never lived there. These requirements are listed in their policy document as mandatory.
Well I have British citizenship, and I last lived there when I was 2 :laugh .
So I cannot prove I have never lived there, but do I really need one?
To get one I need to apply to the local police dept where I last lived for access to the Police National Computer, right?
Have any other dubious toddlers grown up into emigrants out there?

You are correct, go to the website for your local police force e.g. West Mercia (http://www.westmercia.police.uk/foi/data.htm) and do a search for "Data Protection" or "Subject Access" this should take you to the required information.
You need to apply for "Subject Access" (you don't actually get a Police certificate from UK just that they don't have any details recorded - hopefully).

Yep - roughly the same. I have Candian citizenship (along with my British and NZ), and have only lived there very briefly as a child. I still had to obtain Canadian police clearance to submit my ITA.
The UK clearance is easy to obtain, as Ian has outlined above. You don't even need to apply to the force in which you lived - they all use the same central processing office, so you can apply to any.

I was born and lived abroad for only 4 months (a long, long time ago!) and had to get a police certificate (which was not possible anymore in that country) - this has caused me a huge delay and cost a lot of money.
NZIS wanted proof that I have not been a criminal during the first 4 months of my life - if I had been, I would be famous now!!!

I've got US citizenship by descent but was born and raised in France (never lived in the US at all although spent some time there but always less than a year). I never had to get an FBI clearance and my case officer never requested one. I just told him I never lived there, although was prepared to get one if necessary :confused:
