Here's an email that I'm sending to customs in NZ as looking at their criteria I'm confused about whether we'll be entitled to duty free import or not...Will post the outcome, but in the meantime has anyone else been through this? It seems bizarre that someone would emigrate to NZ without having visited in that last 21 months?!

I am currently applying for NZ permanent residency and am looking to bring my household effects over from the Spain. I understand that the conditions for duty free imports are as follows:

* you have arrived and on arrival hold a document authorising residence in New Zealand; and
* you have resided or lived outside New Zealand for the whole of the 21 months before the date of your arrival in New Zealand; and
* you have owned and used the goods before the date of your departure for New Zealand; and
* the goods are for your own personal use and not intended for any other person or persons or for gift, sale or exchange.

I visited NZ briefly on a tourist visa between mid November 2006 and January 2007 and would like to take up residence in June 2008. Prior to this visit I was living in Australia and afterwards I left NZ on 23rd January 2007 for South America. Does this brief visit mean that I am not eligible for Duty Free imports of household goods until the 21 months has elapsed?

From the information that you posted, I don't think that you would have been considered as having resided or lived in NZ at all, so don't really see why you would have a problem.
