I heard from friends living in NZ who just got granted PR, that theres a new draft law that states that one needs to work at least 5 years in NZ before one can apply for PR. It's still under consideration but the only reason I can think they would want a law like this is to stop people from using NZ to get to Australia.

Anyone got more concrete proof of this? Heard anything in the news?

At one time, you had to have PR for 3 years before you could apply for citizenship. This has now changed to 5 years.

Being granted PR does not give you the right to work in Australia, however NZ citizenship does.

Do you think your friends may have misunderstood?

Have you searched the NZIS website?
