TOYOTA LANDCRUISER $23,999 With offer $19,999 + ORC 1997

Any ideas what the heck that means? $23,999 With offer? $19,999 + ORC? I get the 1997 bit :)

$23,999 = the normal price

$19,999 = the price with some sort of special offer

+ ORC as IanW says (these will probably be a few hundred dollars.)
