There a few roads in NZ, and many of us all live relatively close to a major or through road, and noise pollution can be a big issue. Especially, if your neighbour is a member of the supped-up exhaust club. Another problem is those cheap car alarms that 'toot-toot' when being set off and on (or is it on and off?). Nice to hear at 5am!
Perhaps a $300 dollar annual tax on anything in excess of the standard vechicle specification would have helped more?

Oh, please don't go asking for more taxes! Compulsory third party insurance would sort this out, along with many other problems associated with hoon drivers. If you modify a car you pay more, simple.

Well Nick88, if it's you I read who is eventually heading here to Oz, you will like that there is compulsory car insurance, and it is very very expensive for under 25's, especially modified cars.
That's not to say there are no hoons, just not as prevalent..:nice1

Crap, that is bad, Nick. I was wiped out whilst on my Learners permit years ago. A woman went through a stop sign..
And I saw on the news last night there was a crack down in Sydney on street racing, and they confiscated cars of the hoons..

And how will compulsory insurance discourage bad driving? You might be right, I’m just curious.
The ACC levy of $111 a year on your car registration is in effect compulsory car insurance, you want to pay more?

It might not discourage bad driving but it would hopefully stop an inexperienced young driver being able to get behind the wheel of a turbo charged lethal weapon.

A 'hoon' is a boy racer or someone that has a very noisy car that likes to show off sometimes at stupid speeds and annoy people :(

Not sure if I have got it right here, but I believe in NZ a 15 year old can drive a vehicle of any legal capacity (non-heavy goods) without car insurance. A recent article in the press indicated that 75% of people pass the test first time and that the quality of driving in NZ is a bit of a problem.
My fellow Kiwi's tell me that because of the demographic and rural nature of NZ and the need for transport, this prohibits the introduction of further governance from an insurance or age related perspective - meanwhile the carnage on the roads (involving young and inexperienced drivers) continues. Meanwhile we all share the burden via ACC, how social can we all get, to the point of being too far and extreeme left of centre?
As the TUI advert might say:
'we have a problem here NZ - but let's just ignore it until we have to' yeah right

Ah, okay- we've always called them 'ricers' as they usually have souped up asian cars. (I hate that term though- I think I'll start using hoon).
around here it gets funny as I've seen gigantic spoilers made out of wood, cardboard and duct tape, sometimes they spray paint it.

I agree it won't stop bad driving, but compulsory insurance over here, especially for males 25 and under, not only is extraordinarily expensive, but the hotter the car, the more loading the companies add to the insurances.
They also pay a high excess if they claim, and some companies won't insure under 25's.
It seems to be a deterrent, all though you still get them driving like toads..
