Anytime I mention Upper Hutt to a Wellingtonian I seem to get one word back. Bogan (http://en.wikipedia.org/wiki/Bogan). I've no specifics on Elderslea, but my experiences of Upper Hutt so far (as a frequent weekend visitor) tend to be of beautiful national parks, so YMMV.

When we drove around looking for places to live we looked at Silverstream which is kind of close by & I realy liked it, also went to Trentham which is even closer & hated it & I think the term Bogan describes it well IMO Pinehaven was lovely & Blue Mountains but all too far out for us otherwise I would have settled there, also people art OH work described Upper Hutt as Hicksville, a little unfair I thought but then they were NZers & we knew nothing

Hmmm...Elderslea/Trentham/Wallaceville are ok IMO - nice and flat and pretty close to UH CBD for transport/shops etc. Can be a bit noisy if you're on the main road, and as ever some good streets and some not so great.

Plenty of other UH suburbs to look at too - Silverstream, Heretaunga, Riverstone, Kingsley Heights etc etc...also Western Hills of Lower Hutt worth a look
