1) Are there any tax relief in NZ for specific items like notebooks or computers? I was told by a friend in Australia that they have tax relief for notebooks there in the form of rebates.

2) What's the interest rate like for a car loan?

Don't knw about tax rebate on notebook.

2nd Q we got a car loan from Toyota at rate the bank could not compete with, very low in comparison. Will not quote as rates have shot up generally so it would not be accurate, but around 5% cheaper than banks ish. I think they are around 17% at banks today for personal loan.
