Urgent please !

I just got my IELTS result and my overall ban score is ( 5 ) and it is not the minimum requirement of English . Is it ok to submit my EOI now with this result ? and what about the ESOL ?

Please advice me if this result will effect my EOI .

Note : I have read that if the principal applicant did not meet the minimum standard of English then before granting the residence they will ask him/her to pay for ESOL tuition according to IELTS score .

So what shall I do , kindly advice me if I can continue in submitting my EOI or not .

According to the website of the immigration service, only non-principal applicants can use the ESOL tuition, so not you as the principal applicant. I guess that means you have to do the test again or provide one of the other options:
(from the website)
ESOL tuition
Non-principal applicants may choose to pre-purchase ESOL (English for Speakers of Other Languages) training, instead of meeting the English language requirements

For principal applicants:
The principal applicant is the person making the application. If you are the principal applicant, you must meet our standards of English. You can show us your ability with one the following:
A recent International English Language Testing Systems (IELTS) certificate, with a band score of 6.5 or better in the General or Academic modules. This certificate must be less than two years old, and is the best evidence of your English language ability.
A recognised qualification from a course taught entirely in English.
You are in ongoing skilled employment in New Zealand, and have been for at least the last 12 months.
Other proof of competency in English. We will consider a number of factors
