From what we understand, there is a list of approved test centres in the country. We won't be applying till after April, which means we fall into the new medical testing procedure and the cost for us will go up quite a bit. Do we have to go to one of the doctors on the list or can we find someone else who can do it cheaper?

I am almost 100% certain you have to go to a panel doctor.

The only cheaper route seems to be get it done in NZ, but obviously only cheaper if you are there on a visit or something.
