Marie,
I have had the same problem. Basically, I am claiming points without a job offer for previous experience/qualifications as an electrician with recognised quals on the list. I sent my EOI and was selected, when I received the ITA, it asked for current registration with the EWRB. Unfortunately, in my position, I cannot register as an electrician until I have had my work experience and qualifications checked out by the EWRB, this basically means that I have sent them letters from my previous employers and certified copies of my certificates, they will then tell me what I need to do to get registered. I think they will tell me that I need to sit a practical test and some sort of first aid test. when I'm in NZ.
basically, without a job offer, I will not be able to register and therefore, couldn't send details of it with my ITA. I e-mailed thm and they told me that I may only get a 2 year work visa during which time I will have to get registered. It's basically a bit of a chicken and egg thing! :wah
I hope I've been of some use to you, feel free to PM me if you need any more info, I've done quite a lot of digging regarding this subject.
The link to the EWRB has all of the details :

Cheers
Nick
