My question is:

I'll apply for a residency under partnership policy. But the immigration NZ is asking for a police certificate from every country that i've lived 1 year or more... I lived in London for 3 years from 2005 to 2007 and will obviously need a certificate...

The thing is when i was living in London i haven't paid my last credit card and phone bill it's because I had to leave urgently due to family matters. and probably received letters from the bank afterwards, or more? Question is will this appear in U.K. Police database or in my police certificate? I had a chance to check the police certificate web site it says:
"This process is known as a subject access request. This is not a criminal records check. A subject access request is an individuals right of access to verify the information held about them on police computers.

A subject access request to the Police National Computer for instance will either provide a certificate stating that there is currently no information held about you on the police national computer, or it will provide a list of all information held on the computer including all convictions regardless of whether they are spent or not and intelligence matters including not guilty verdicts, cautions, reprimands, final warnings, No Further Action decisions and fixed penalty notices for disorder."

I'll be really thankful if someone can give an answer..

So are you saying you left the UK and left debts there or you left and paid them late? Not sure if a credit issue will show up or not on a police database, have you checked on the status of the debts to see if there are credit companies after you? Are you even able to?

In particular that thread has a link to the police certificate that you need to get from the UK. The information that you quote is out-of-date, you should no longer be using the subject access form for immigration purposes to NZ.

I bet your credit rating in the UK is absolutely shot, so it you come back
you might not be able to borrow money or get any more credit cards. I
suspect you may have court judgements against you as well.

Why not do a credit check with Experian in the UK (check it out on Google).
This is a civil matter, if you are in a bit of a financial state,
especially if it may have repercussions if you return, why not get in touch
with a UK lawyer who could take action to settle the bills with your
creditors. It may cost a few hundred dollars (that is just a guess on
currency, but I am going for the USA, Canada, Australia or New Zealand),
but you could sort it out reasonable painlessly and restore your status as
a completely honest citizen!

Don't worry your secret is safe with us, its nice to see someone doing the
decent thing these days.

Nope i haven't paid them yet but got some help from the PNLD to pay ( they offered me some lawyers to follow my case and to pay the bills. But i didn't get what you mean by the "Credit companies after you?"

I was thinking about getting a credit score check but as i told you before
never had a chance... I'm sure my credit has gone really bad! But i'm not a
British citizen, but still would like to pay for my previous bills. But the thing is i might apply for immigration to New Zealand through partnership policy. And in that case i need a U.K. police certificate obviously.
What makes me worry is will i appear in the police records for as a
criminal? Because if i do that means i can not get a clear police
certificate for my immigration...

We are unable to offer any advice in relation to you having a criminal
conviction, there is advice on getting a subject access report for
emmigration on our site and you should see what that says.

However, I think you're missing the point that there's a difference between criminal law and civil law, and the police checks show up convictions under criminal law. IF one of your creditors has bothered to follow up your unpaid bill and taken you to court in your absence (and they may well not have done anything of the kind), there would only be a civil law judgement against you, and, as the email from this last police person says, that is unlikely to show up on your police check.

When you needed a Police certificates for NZIS from the UK, there wasn't one that you could use, so the only option was to use a subject access form instead - it wasn't ideal but was the only option available.

However, there is now a police certificate available from the UK and should now be used for immigration to NZ.

The new form can be downloaded from this link:- ACPO Police certificates (http://www.acpo.police.uk/certificates.asp) (this is the form that you should be using).
