There was no job offer but the EOI is in absolute skill shortage.

Not sure how long it will take for your ITA to arrive but IIRC you have 4mths to get it completed and returned.

My ITA arrived yesterday, 4 days after Decision Successful, and you have 4 months to complete. They quote the cut off date in the letter, and advise if there is anything that you don't have to hand for the submission, to submit anyway and let them know.
