We didn't pay any fees for elec and water came with the rental so nothing there either.

we're planning of moving soon, and one rental place (Kate Sheppard Apartments) says that we need to get the water and electricity connected ourselves.

When you start a rental, you need to organise your own electricity provider.
If you have an agent handling the rental then they will normally provide you with a list of providers that you can choose from.
You don't normally pay a connection fee, but you may be asked to pay a bond depending on the provider.
You may want to check out the powerswitch website to see which provider is most suitable for you.
