I am still waiting for my work permit to get back to me. I know that I can submit the EOI with a job offer but I wanted to wait until I had my work permit.

What would happen if I did send off the EOI and then my work permit doesn't get approved??

If you have all of the required paperwork, your work permit should go through. If it doesn't, they will explain why...maybe you didn't supply documents needed etc. At that point, you can make sure you have those for proving your EOI points.
