My daughter is studying in Russia for 9 months when I lodged my ITA which means that she doesn't need the police report from Russia.
She will be staying there for more than 12 months by November 2008. By then does she need to submit it if the ITA is still not approved yet?
How do we get police cert from Russia? Do we need to go to Moscow? Or can we get it at the Regional level?

I got this info from NZ immigration site:
All applicants aged 17 years and over who are applying for work, visit or study visa and/or permits for longer than two years must provide:
* police certificates from their country of citizenship (unless they can prove they have never lived there) and
* police certificates from any country they have lived in for five years or more since they turned 17.
All residence applicants aged 17 years and over must provide:
* police certificates from their country of citizenship (unless they can prove they have never lived there) and
* police certificates from any country they have lived in for 12 months or more in the last 10 years.
Specific procedure for Russia
Applicants living outside Russia – apply to your local Russian Embassy or you can appoint a representative in Russia to obtain the clearance on your behalf. This appointment should be done by way of Power of Attorney and legalised via your local Russian Embassy.
Applicants in Russia – apply to your local Regional Internal Affairs Information Centre.
Your local police station will be able to direct you to the closest centre.
All applicants are required to produce an internal passport and may be required to produce other documents on request. A fee is payable.
