This might be a real 'blonde' question, but can you apply for a work permit WITHOUT a job offer? :o
I'm looking for an RN nursing job. I am registered with the NZ Nursing Council, and have applied for the annual practicing certificate (my hours and experience look fine, there should be no problem getting it).

No you can't because your work permit is tied to your job so you need the job offer to get the permit.

What Cappuccino says is correct but if you had enough points you can apply for PR without a Job offer and go from there.

The simple answer is no, but it would actually depend on what type of visa/permit you are applying for and your circumstances etc.
For example, you can apply for PR without a job offer and if you have enough points then you will be selected and granted a visa (if everything is Ok), you would technically have a residence permit (on entry to NZ) but this would allow you to work.
Another example, is that your OH gets a WTR (with a job offer) and then you would be able to apply for a general work visa (without you needing a job offer) which would allow you to work.
Have you got enough points for your EOI and if so, have you started the process yet?

OK, that's fine, it's pretty much as I thought.
I'm wanting to arrive in January so am hoping to secure a job offer first and then a work permit, with a view to applying/completing the PR process from inside NZ.
OH, and it's just me - no OH, just one dependent, a daughter of almost 17. She's the reason I want this to happen in January, so she can start her second last year of high school at the same time as all the other students - Feb 2nd. As long as I have a work permit, she can register as a domestic student.

My daughter had to have a student visa even though I had a work permit. She still only paid domestic, perhaps because I was on WTR?
