What to declare?

My mother is coming over on Sat and she is kindly bringing a grease gun (for greasing the bar of a chain-saw) and some aluminium wedges for tree felling, for my OH.
Should she declare them at customs?
She will have with her a written description of what they are and their use and that OH has asked her to bring them ito NZ. She just wants to do the right thing......?

All agricultural items must be declared, I assume that they may consider the wedges as could be for agricultural use. So, would definitely declare the items.
Chances are they won't be interested, but if you don't declare then it could result in a heavy fine.
