I'm the primary applicant on our EOI application. (more points because of degree). Unfortunately we need a job offer. If we go the route of finding a job and applying for work permit and spouse permit and then apply for PR - if my husband gets work first and apply for work permit and I apply for spouse permit - can we when we apply for PR still make me the primary applicant?

well NZIS can still send you the ITA even if you don't have a job offer... Is there a reason you HAVE to have a job offer? Do you just want to get there faster?
To make OH the primary you would have to do the EOI all over again.. and pay again... but you CAN do it...

I am the primary applicant at the moment and want it to stay that way - but unfortunately our EOI went back into the pool with only 100 points. So we need a job offer. Just thought if both of us go for interviews and he finds a job first - we can organise for work permits and then sort out PR afterwards if company is not willing to wait for us until PR sorted out .

Not sure of your ages... but there is always the WHV (under 30) or the BUNAC (under 35) program... then once you're in NZ and have jobs you can start the EOI process all over again...
Depending on your jobs I'm sure you could find something when you visit...

the ideal situation would be to find a job offer and company willing to wait +- 3 months for us to sort out our residency. But don't know if that wil be possible. We're 33 - so what is the BUNAC program? Never heard of it

No idea what a spouse permit is (you would normally both get work permits), but yes you can both start work and the one with enough points can be the principal applicant.
