Once PR or WTR is issueed to primary applicant, wondering if OH is also allowed to work. Anyone informed on this one?

Yep, OH can get a work permit based off of the primary.

Yep, OH can get a work permit based off of the primary.
Just to clarify a little, if the primary applicant gets a PR then the OH would also get a PR which would of course allow them to work.
For a WTR, the OH would normally get a work permit but they could ask for a visitor visa instead if they had no intention of working.
