They no longer normally allow you to apply for an IRD number until you are in NZ.

Yup, you need an NZ address now to get one. (True as of Nov/Dec '08)

Additionally, you have to be physically present in NZ at the time you apply. This is based on how the application process works. See here:

http://www.ird.govt.nz/how-to/irdnumbers/

This page states that you have to take the application form along with your IDs to a verifier and then have them mailed off. All of the verifiers are in NZ.

Once you get here just go into a post shop and fill out the form. Bring a passport, your offer letter, and proof of address. I think I read you can pay a bit extra to get it fast tracked, but OH's took about 2 weeks doing it the regular way.

although you can print out and fill in as much of the form as possible now and take it with you - then just need to take the form and any documents with you to the postshop

I got mine fast tracked. You just tell the person at the AA-shop (or post office too I guess). It cost $10 and they fax it off straight away. A nice lady from the IRD phoned me next day with my new number. As I had already started work and pay day was coming up soon, it was worth it so I didn't have to pay the higher tax rates first and then ask for my money back :)

That is very good to know as we will be needing our IRD numbers pretty quick once we arrive.
