For your title, the answer is a NO, it is not possible to have any job in NZ unless you are allowed to work e.g. you have a work permit. A visitor visa only allows you to visit NZ.
For your actual question, you are allowed to enter NZ on a visitor visa and look for work (you just aren't allowed to take up the job offer until you have a suitable permit). If your PR hasn't come through in time for the job then you can apply for a temporary work permit to allow you to work whilst you wait for the PR to be approved.
