Victoria,
The best way is to get unlocked iPhone from Hong Kong. Jailbraking an ATT iphone is hit or miss and often times EDGE is left working very sporadically. Also, I'm not 100% on this but I don't think the ATT iPhone is EDGE compatible.
Like I said, Apple is now selling quad-band unlocked iPhones and that is the best way to go. I unlocked a T-Mo Motorola ZN5 which works fantastic with Voda here.

What version of the iPhone do you have?
My OH says the iPhone will work fine here as long as it is unlocked (AT&T or otherwise).
His plan is more than enough for him, and he hasn't gone over his data allowance once (though he says it's mainly because we have WiFi in the house and he studies from home).
