OH is currently working on his PhD and I my masters, do degrees have to be finished to be put on the EOI, or is there a place for degrees in process. We will not be moving until after we both finish next spring but want to get the ball rolling sooner.

I wouldn't submit the EOI until you are done with qualifications in hand. We submitted a few weeks before OH was supposed to get degree with our first EOI, university bungled things and he had to go a whole extra term. Had to withdraw as we had been selected, and resubmit. Was an expensive and annoying mistake.

i don't think technically you can put your degrees on your EOI until you have completed them and been awarded etc however, if you don't have a job offer your EOI and ITA could take months to be processed - we submitted our EOI in June 2008 and are still awaiting a case officer
so, I guess it depends when you expect to have your degrees by - you do have some time to play with and i suppose you could submit your EOI now with the completed degree information on it and just hope they take their time to process things. I wouldn't suggest doing this though if you still have like a year to go - but if you're completing in a few months - then I'd say you're probably ok because your EOI could take a good few weeks to be reviewed.

We have enough points even without these degrees, so I am not worried about that. We want to move right after we get our degrees so I do not want to wait to submit. I think we will just see how many points we get without the degrees and if it is enough we will submit now, if not we will wait.

You have to have the degree finished. When you are required to submit proof of your degree to either INZ or NZQA, you will have to sent the diploma from the degree.

Just note that if you apply for PR without a job offer then you may be given a PR->WTR instead. In this case you would have 3 months to submit the application and then 3 months to arrive in NZ.
Whilst I suspect that it will still take till next spring for the application to be completed, just warning that its possible that you would have to go to NZ before you have finished your degree, or start the process over again.

So we should wait to submit the EOI? If we are planning on moving fall 2010 when would be a good time to submit?

Do you mean a northern or southern hemisphere fall?
As you have 4 months to submit your ITA and as said before 6 months to get to NZ if you are offered PR->WTR, I would recommend submitting EOI no sooner than 10 months before the earliest you can get to NZ.
There is plenty of scope for the process to be dragged out by NZIS so it could take much longer than this, but you can also shorten the process again e.g. by sending in the ITA quicker, getting job offer etc.
BTW, If you do a search on the forum you will find other members who applied early and then had problems because they weren't ready to move.
