You could start here to get an idea of what your money will buy you. Also, Google local estate agents for sales and rentals.

Have you tried looking on
www.open2view.com
and
www.realestate.co.nz
that should give you a pretty good idea on prices. Some areas are more expensive than others. ie The Mount.
But I would say that with that budget you should have no problem getting something pretty good.
Of course I don't know about your requirements ie how many bedrooms , how much land , views ....
You can also look on trademe for rentals as a starting point.
We came over , rented a furnished holiday home & found a longer term rental in that time. Brand new 4 bed house for 400pw.

Pretty tricky question, but basically you would be looking at
- A small section with small house in Mt Maunganui, prob 2-3 steets back from beach.
- Papamoa, newer house, still small section and at least 3 blocks from beach and a long way from the CBD
- A house on the Otumoetai Ridge (made up of Pillans Point, Bureta, Cherrywood suburbs), most likely a older house but renovated. These are very established neighbourhoods. You would expect panoramic views of the harbour and north facing (all day sun). About a 30 min walk to the CBD and a 10 min drive to the beach.
- A house in the Avenues, similar to the Otumoetai ridge, but without the views.... but some do have views, but these arent north facing.
- A lifestyle block or rural residential, with at least 1 acre of land and a new house. Usually a decent distance form town.
