Just starting the process and wondering what a medical waiver is...

I expect you've gathered that anyone hoping to get residency or a work visa needs to pass a medical to show that their health is of a good enough standard that they won't be likely to be a burden on the NZ health service in the near future. If the results of the medical show some problems and the person would normally on that account be refused entry, they can appeal for a medical waiver. They're asking the authorities to let them in anyway.
