Hi there,
Looks like I cannot satisfy the 184 days out of the each of the 2 years present in NZ requirement.
Could anyone please explain to me what this "14-Day" really means? I searched everywhere on the web but can't find any information.
Does it mean that I have to return to NZ within 14 days? If so, then what? how long do I have to live there afterwards to get the indefinite RRV?
Very confusing. Thank you.

Yes, the 14 day RRV is a visa that lasts for 14 days.
Your original RRV should have lasted for 2 years before renewal.
You can get the IRRV once you have met the requirements, see Indefinite Visa (http://www.immigration.govt.nz/migrant/stream/alreadyinnz/residents/returningresidents/canireturn/whatisrequired/amieligible-general/indefinitevisa.htm) for more details.
BTW, you may also be offered a 12 month RRV if you don't meet the requirements for IRRV.

Thank you. But I had already know everything you just said.
Does it mean that I leave NZ for 13 days and then come back. Then what?? I cannot leave again? How can I get the Indefinitely RRV after I come back?

If you already know it all, then why ask the question?
Why are you asking about a 14 day RRV when you haven't even used up your first RRV yet?
You can only get a 14 day RRV if you are present in NZ, will you be?
If you are in NZ and can only get a 14 day RRV then you can as you say leave for upto 14 days but no longer.
When you arrive back in NZ then you can continue to meet the requirements for IRRV as I posted previously.
If you need to leave again for e.g. another holiday then you can apply for another 14 day RRV.

So, here's a made-up scenario:
My 2-year RRV is used up and I get a 14-day RRV before the end of 2011. if I return on the 14th day, say, January 1, 2012, then I will need to spend 184 days in 2012 in NZ, and 184 days in 2013 in NZ before apply for the Indefinite RRV, right?
If the above is correct, between January 1, 2012 and December 31, 2013, if I need to leave NZ on multiple occassions, I just apply for a 14-day RRV while in NZ (multiple times). I just need to make sure I return within 14 days. Right?

For your made up scenario you don't specify all the timings e.g. how long you would be in NZ during 2011 etc so it is difficult to say for sure in this case, but in priciple it reads correct.
It is likely that after your 2nd year you would be entitled to 12 Month RRV (http://www.immigration.govt.nz/migrant/stream/alreadyinnz/residents/returningresidents/canireturn/whatisrequired/amieligible-general/12monthrrv.htm) so you wouldn't need to apply for multiple 14 day RRVs.
Just incase it isn't obvious the 184 day rule is for the preceding 12 month period (not per calendar year).
BTW, whilst you can get multiple 14 day RRVs, I've no idea how many times that they will be happy to supply them (I assume that due to the cost of the flights etc that you wouldnt' do this often anyway)?

I just know that I cannot even get the 12 month RRV because my school in the US doesn't graduate till about 4 months before my 2 year RRV ends. UNLESS I DECIDE TO QUIT SCHOOL.
Well, back to my scenario then, if I apply for 14-day RRVs during 2012 and 2013 for about 4 times (every 6 months or so), I should be okay to get such petitions approved, right?

Yes, you should be fine. According to NZIS's operational manual:
"Applicants must be issued with an RRV current for 14 days if they hold a residence permit and do not meet the requirements for an indefinite or further 12-month RRV."
(From section X4.35, which can be found here (http://www.immigration.govt.nz/opsmanual/i7495.htm).)
After you have lived here for 184 days in a 12 month period, it's probably worth contacting NZIS to check to see if you qualify for a 12 month RRV.
