You can't be on a work visa, student visa, or visitor visa though- you need to have residency:
Eligibility: In order to be:
An eligible Kiwi Mate, you must be:
a current resident in New Zealand and be able to provide proof of residency; and
be eighteen years (18) of age or older; and
not be an employee (or immediate employee family member) of Tourism New Zealand (or of its respective suppliers, participating agents, distributors, agents, and associated entities).
(an ‘Eligible Kiwi Mate’).
