I've had my IRD number since the first time I moved here in 1997. I didn't go with hubby when he applied for his, and he doesn't remember if he had to pay to apply for one.
We need one for the kids, apparently, before we can apply for the Working For Families Tax Credit....is there a cost to do this? I can't seem to find anything on the IRD site.

I didn't pay anything (if I did it was inconsequential), I don't see why you would have to for children.

As the others have said, IRD do not charge you to register as a NZ taxpayer.
By registering children with IRD, in addition to qualifying for WFF tax credits, any interest paid to the child's savings account will also be taxed at a lower rate.

no charge to apply, but you may need to photocopy a few documents as they ask for copys of the originals. so maybe as much as 40c for the copying!
