As far as I understand, interview is waived for applicants with job offers. As a rule everyone else without job offers will be interviewed

It might be because our job offer came through after we had sent in our ITA?

We submitted the ITA after the job offer and were told that we might need to attend an interview. However, the interview did not take place and we were given the PR.
