But when you are granted PR is this still only a temporary visa like the WTR? And if so, how long is it valid for?

PR is a permanant visa - so you can stay as long as you want ( NZIS can revoke the visa in some circumstances - like if you turn into an axe-murderer or something ;) )
When you get PR - you should also get given a Returning Residents Visa - which is what allows you to leave NZ and come back into the country. You should get this automatically with the PR visa - so theres nothing to worry about.

Theres nothing stated on the visa/permit as such - but I know there IS a limit. Thats why its a good idea for some to get Citizenship if they want to (for example) spend a couple of years back in the UK and then come back to NZ. I know of quite a few people regretting that about now.
Im not sure if its the same thing- but there is something about having to spend 183 days per year in NZ - basically its the "Tax Residency" stipulation.
OK - just found it:
Our letter of accepteance includes a section which says:
YOur returning residents visa is valid for 2 years from the date of your first entry to New Zealand. The issue of a further returning residents visa after this time, may depend on how long you have stayed in New Zealand and your tax residence status.
So basically - we can stay in NZ fo as long as we like - but if we want to come and go after 2 years - we need to apply for another RRV. Im pretty sure that the cut off is that you have to spend more than 183 days per year in NZ. I should have a booklet from NZ|IS about the RRV and applying for it again - but I cant find it.

My understanding is that first RRV you are issued is good for 2 years. Before the 2 years is up you should renew the RRV. At the time of renewal they will look at how much time during the last 2 years you spent in NZ and if it is more than 6 months each year you will be issues a RRV that is indefinate. If it is less time you may just get another 2 year RRV. In my case, I was issued a visa through my partner so they will also look to see that we are still together etc.
