I am waiting for visa notification. I wonder if I should pay levy when they issue my visa or at NZ when I arrive?

I think you have to pay it when your stickers are put in your passpost or you can opt to have 6 months in which to pay and then 12 months to actually arrive in NZ to activate your visa.

You have to send of your levy with your passports to get your visa but you have 6mths from the day you are approved in principle for your visa in which to 'claim them'. Once you've claimed them, you then have up to a yr to activate them, (enter NZ).
When to pay your levy?
It will depend on when you need to be in NZ and what you have to organize first, main delay seems to be house sales. IMO this last stage of the process is easier to speed up than slow down so if you have stuff to do before you go, don't be in a hurry to part with your levy.
