Hi Maggie,
you need to go to http://www.nzqa.govt.nz/for-international/qual-eval/applications.html and download the "Guide and Application for Evaluation of International Qualifications".

You don't need work experience to have your quals assessed, you need to send in your certificates and it just takes time and a lot of expense basically but something necessary to proof quals. We gave up on this when we were told we had enough points without quals due to a job offer....saved us a lot of money too.

Exactly what you need to send depends on the qualifications you are having assessed (for the full assessment they will assess more than one). In my case I had an ONC gained during an apprenticeship, so I had to send in the certificate, unit breakdown and evidence that I had completed my apprenticeship. I also had a management qualification which just needed the certficate itself and the transcipt. In all cases you need to provide details of the awarding body and learning establishment as they do contact them to check.
You also need to prove you have completed secondary education, which in my case meant providing "o" level certificates. As has been mentioned before all this is not cheap, and for me took almost exactly 2 months from start to finish. Still the end result was positive.
Good luck
