Has anyone experienced difficulties in obtaining foreign police checks?

I am having difficulties in getting an Indonesian police check for my wife and children because they are no longer in Indonesia. Been given the run around by the local police and NZIS in Jakarta.

The ITA guide says that when a police check is not available, a statutory declaration will suffice. Has anyone here submitted a statutory declaration in lieu of an actual police check and had no problems with NZIS?

I think we will have to submit a statutory declaration for Saudi where we lived for 4 years, so would be glad of any comments.
