Visitors visa or Visitors permit whats the difference?

I can't seem to find where the difference between these is explained and don't know which to apply for.
Also does anyone know where we need to send it in? We are in Florida USA.
Does anyone know how long it will take them to issue the visa? My husband is planning on coming in 6 weeks and we want to make sure we have enough time to get everything done.

I found the answers!!It looks like he needs a visitors visa and I need to send it to DC. I do have another question though.Should he tell them that he is only there to visit or should he say he is there to look for a job?
